This article provides the latest updates and news on changes to the GS Pay Scale 2023 (GS) wage scale, including projected changes based on White House and Congressional plans.

The GS pay scale provides annual base pay or pay scales, in addition to local pay adjustments, for federal civilian employees and related groups. You can view the grade/grade changes and adjustments for recent years in the sections below.

Record 2023 GS Salary Increase

With above-average inflation levels and a record cost of living adjustment (COLA) for 2023, most experts predicted record increases for GS pay scale employees.

This was confirmed through President Biden’s latest Executive Order (EO) and the recent omnibus bill, which follows the original letter of the alternative pay plan and confirmed an average increase of 4.6% for federal employees in the GS pay scale in 2023.

Note that the 2023 federal salary increase in 2023 includes an average local salary increase of 0.5%, which will vary by region (see details in the sections below). However, the 4.1% base salary increase will be constant for all civilian federal employees in the GS salary range.

See the updated and finalized GS (base) salary scale chart for 2023 below, which reflects the 4.1% increase, which does not include the 0.5% increase in local salaries. The salary increase will be effective January 1, 2023.

Locality GS Pay Scales – 2023 Data

The GS pay increase has now been finalized following President Biden’s executive order and the passage of the overall 2023 bill. The official tables, including the 55 local pay scales linked below, are published through the Office of Personnel Management (OPM). The average salary increase for localities was 0.5%, but will vary by geographic area.
